我觉得C的问题更多在于which前面是the same time，因此可能出现在修饰错误。
至于essential和non-essential的问题，如楼上所说，但我感觉在这里出现的ambiguity不明显：无论强不强调他们被控制，文章都是在讨论这100,000种chemical pollutants。

我其实感觉这个 at the same time没有那么歧义我原来也听说过因为这种时间状语放到句子后面而且还在名词后面容易不过 polutants 后面加上at the same time 逻辑上说不通啊。。是不是主要语法上有歧义就算歧义啦（代词其实我也问过这个问题是不是语法上可以指代就好即使逻辑上说不通 TAT）

我不是说状语的问题，因为状语的位置相对来说是比较宽松的。

我说的 which 在 at the same time 后面把 time（n.）作为先行词的可能。

至于你那个问题，我没有例子来回答。如果答案中没有更清晰的表达，有时候还是会出现依靠逻辑来确定先行词的情况。
