我的疑问是：now viewing the economy as balanced between moderate growth and low inflation 这部分会不会有修饰前面Many financial experts believe....的歧义？我当初第一次看到这个选项的时候就感觉有歧义。会不会作状语修饰前面的主句啊？

非N，正好也在疑惑这个问题，说说自己的看法，欢迎拍砖~~~

第一，我认为这里viewing成分是作非必须修饰语修饰policy makers，而非如笔记所说是做伴随（其实我也很纠结这个想法），好像OG里有类似逗号+DOING在句尾，作非必须修饰语修饰就近的名词；

第二，虽然里viewing最近的名词是 Federal Reserve，但从逻辑上判断肯定应该是跳跃修饰policy makers，关于这个思路大家可能会有疑惑，我之前也对这种根据逻辑来判断语法的方式很难理解，但后来刷manhattan的时候在比较部分看到了这样一个点，“Right：Vishal eats more carrots than donuts. ”（5th，P130），单纯从语法上来看，SVO句型之后的比较对象没有加助动词肯定存在歧义，但manhattan从逻辑上判断说“dounts can not eat carrots，so dounts must be the object.”
所以，我归纳为只要逻辑上很清晰，那么逻辑就可以主导语法。那么这道题同理，所以我自己认为，如果CD中不考虑其他问题的话，用who来跳跃修饰policy makers也是可以的

第三，这道题之所以A成立还是因为其他选项的错误都是很致命的，比如view固定搭配错误，句子残缺什么的，所以A相对正确（虽然对于A中逗号+Viewing会有许多不同的理解，但至少有一种是正确的，即有可能正确。不过我也不知道自己的理解是否正确...）。感觉很多棘手的语法题都是选择相对正确答案，而不是完美的答案，GMAT坑爹啊...
