是不是not so... that 句型中， that 后面的翻译要以否定处理？

第一句应该是: 对于龙虾的非法捕捉不是如此的广泛，以至于其数量到1996年在B水域急剧下降。（说明非法捕捉龙虾并不是导致其数量急剧下降的主要原因）
第二句：JM为第十四修正条款所写的语言不是如此的清晰和激进，以至于他能够接受这些条款是为了带来如此激进的变化的观点。（因为不明确，所以可以接受其中一种观点）

可是如果按照你对第一句话的理解。那么下面这道逻辑题就讲不通了，请看

In 1992 outlaw fishing boats began illegally harvesting lobsters from the territorial waters of the country of Belukia. Soon after, the annual tonnage of lobster legally harvested in Belukian waters began declining; in 1996, despite there being no reduction in the level of legal lobster fishing activity, the local catch was 9,000 tons below pre-1992 levels. It is therefore highly likely that the outlaw fishing boats harvested about 9,000 tons of lobster illegally that year.

其实正好能够讲通！
题干：1992开始对于龙虾的非法捕捞，因此合法捕捞获得的龙虾数量开始下降。到1996年，合法捕捞龙虾的数量没有减少（保持固定水平），但是总的捕捞水平比1992年的捕捞量少9000吨。
结论：非法捕捞龙虾数量在1996年是9000吨。
想想为什么能够推测出来1996年的非法捕捞量？如果龙虾的数量每年基本上都是保持在一个水平，那么1992年的总捕捞量和1996年的总捕捞量应该基本相等。而1996年的捕捞量是由两部分组成：合法捕捞+非法捕捞。如果非法捕捞导致龙虾数量急剧下降（对A选项“取非”，进行否定），那么总的龙虾水平可能根本就达不到原来（1992年）的水平，即到1996年为止，每年的龙虾数量都在急剧下降，这样就推测不出来1996年的总的龙虾数量，也就更加推测不出来非法捕捞量。
削弱原文，所以应该选A。即非法捕捞龙虾没有导致龙虾数量急剧下降（基本保持在原来的水平）

哥们，你解释的很好！我也是这么想的，即前提就是要让总量保持不变。但初读A选项时候，真感觉A说的很绕！现在，我是这样理解A选项的语法成分的：not so... that... 结构，没想到这里not 修饰了后面整个句子，即not否定了that后面的句子，所以这时候A选项的准确意思应为 “合法捕获没有过量，所以龙虾的数量也没有减少”。和你分析A选项语法有点差别。欢迎不同意见。
