请问，B 为什么错？破解上说 had originally 这个用法不对，可是查了一下，好多都这么用啊。另外，by constructing 这里做方式状语不好吗？怎么就表结果了呢？我怎么看B 就那么像答案呢。。。。。

建议楼主可以去看下白勇语法，里面提及到过去完成时一般表示发生在过去的过去，也就是以一个过去的时间点为参照，过去完成时所表达的动作发生在那个时间点之前。而这里B选项，首先had flowed 没有一个过去式的动作或者状态做参照，不符合用法。其次but 后B用了by constructing，一般情况下动词有名词形式的优先用名词形式表达而不是动词的ing 形式，因为by 是介词，介词后要跟随名词，比如construct有constrution的话就不要用constructing.其次V+ing 强调过程，而名词形式比较强调结果。这里由于前面用掉have been redirected是完成时强调影响，所以说个人觉得construction比较好。

"have been" can be a past time reference for "had" .
You can find a lot correct sentences in Prep or OG, which have no simple past tense but have present perfect tense.

EG:
The success of the program to eradicate smallpox has stimulated experts to pursue something they had not previously considered possible-better control, if not eradication, of such infections as measles and yaws.(Source: GMATPrep)

"Ozone, a special form of oxygen that screens out harmful UV rays, reaches high concentrations twelve miles above Earth, where it had long appeared immune to human influence; we have now realized, though, that emissions of industrial chloroflorocarbons deplete the ozone layer."

"by constructing" in B is wrong because it implies the rivers themselves are subjects of the verb--construct.
