答案：A,

令我不解的是the construction，between 1876 and 1904 ，of three separate sewer systems 这三部分的排序有什么说法么？B之所以错是因为不可以用have led to这个现在完成时么?谢谢！

我的理解是A 和B 之间

B 肯定错的是时态..这个你已经说了...而且我觉得是就是修饰就近的原理..

是1876 到1904的工程,,我决的比B这样感觉好一点.B 的话是修饰 水渠系统.....我决的意思来说A比较对...

是不是没有地方可以表明 应该用完成时？

我觉得不是完成时态的问题 B首先是现在时态 就不对 后面说的是1876 到1904的工程的 肯定是用过去时态的

'Concerns about public health'并没有明确表明这个动作是在什么时间段内做了并完成的，所以不应该用hv完成时

另外我觉得‘ between 1876 and 1904 ’的位置也很重要，B选项可能会导致歧义，既可以理解为 ‘construction between 1876 and 1904’ 也可以理解为 ‘systems between 1876 and 1904 to serve ...’
