OG11中的题目顺序和OG10的顺序不一样，所以看不了讨论汇总。。。。

1.OG53

Section 13(d) of the Securities Act of 1934 requires anyone who buys more than 5 percent of a company's stock make a public disclosure of the purchase.

为什么要一定替换为to make?

偶觉得两个答案都对，因为require后面不是可以+should+V原形的么(GMAT中should必须去掉）？

2. OG 62

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

答案为 reduced the amount of phosphates that municipalities are allowed to dump

偶不太理解为啥用一般现在时，不用过去式？答案说一直持续到现在，从何处看出？

3. OG 76

Never before had taxpayers confronted so many changes at once as they had in the Tax Reform Act of 1986.

这里为啥不能用so....as...而要用as....as...这里不是有never，是否定句么，否定句不是用so来替换as的么？
