MY understandings are:

1. A is wrong because 1) it's confusing whether "average" modifies "income" or "income and unemployment"; 2) wide of is unidiomatic because "wide" is an adj, while "discrepancy" is a noun.

In B, average-income clearly indicates that "average" modifies "income" only and therefore avoids confusion.

2. It's very clear that A lacks parallelism
