请教一题

why choose a not b. a 用的还是被动语态呢.

刚刚搜索了一下 综合以前的帖子有以下结论：

A so that可以表目的也可以表结果。表目的时，应该有can/could（偶觉得本题应该是表目的，所以应该有can/could）

B OG上面几道关于so as to 和so that的题目，都选了so that

   因为so as to 省略主语，造成表达不清，特别是当so as to 前面的句子名词众多时，会产生“到底谁是so as to 后面动作的执行者”这样的疑问 如果用so that 必须给出主语，避免了意思表达不清的问题（参见OG67 OG171）

至于这道题，我也不是特明白 我偏向于用so that 但是觉得so that后面的部分读起来怪别扭的，而且them会不会指代不清？

them和前面的their不是应该统一指代corporations吗,应该不会指代不清啊!
