D 肯定不对。该了all those of，随意变动修饰语。但是C为什么不对？谁来帮我解答解答？是不是exceeding不能用现在分词？

that's not a valid comparison. since the non-underlined parts of the comparison are countries, the underlined item has to be a country, too.

他说是那个when从句中compared修饰countries，所以主句主语也应该是countries，所以D以rates为主语不对！

2. the difference is

all those of ---> each Southeast Asian neighbor has many fertility rates
those of all ---> each Southeast Asian neighbor has one fertility rate
