Claim: The surest indicator of a great nation is not theachievements of its rulers, artists, or scientists.
Reason: The surest indicator of a great nation is actuallythe welfare of all its people.

Write a response in which you discuss the extent to whichyou agree or disagree with the claim. In developing and supporting yourposition, be sure to address the most compelling reasons and/or examples thatcould be used to challenge your position.

提纲:
论者的观点失于简单
正:一个强大的国家必然拥有强大的综合国力。而强大的综合国力不仅体现在统治者及少数社会精英的成就上,还必须体现在百姓的整体福利水平上。如此,这个国家才会有真正的向心力和凝聚力。
反:1、但是,在现代意义的国家出现以前,国家和政府与百姓的关系不是现在这种对等、服务型的关系;而是统治与被统治的关系。那时,一个强大的帝国未必体现为百姓的福利,而多表现为君主的武功和战绩以及依附于帝王将相的艺术家和文人的成就。他们也都为人类创造了灿烂的文明。2、良好的福利会激发人们的创造能力。
散:国家形态从一家一姓的王朝发展到今天的公民社会和民主政体体现了国家和社会对个体越来越多的关注。在现代意义上,一个真正伟大的国家应该是人的个性和自由得到充分发展和保障的国家。

As the global race among different countries all aroundworld getting more and more intense, comprehensive national power is becomingthe crucial factor for a nation to survive in this competition. Today, more andmore people come to the common sense that a nation's comprehensive nationalpower is not only reflected in the tremendous achievement made by its ruler ora few out-standing specialists, such as artists and scientists, but also revealedby the average welfare level of its ordinal people. Unless the nation paysenough energy to satisfy the requirement of people in the society and put theirinterest higher than its noble’s prerogative, it can not be treated as a truegreat nation.

Before the emergence of modern country and government, theposition of government and people is not equivalent comparing to the old empirelong time age. At that time, ruler had infinite power to do whatever he wantedto do and he was admired as the sole commander of the country. Since thecountry’s prosperity in that time so firmly depended on its ruler’s brilliantand wise judgment, a great nation was reflected in its ruler’s achievement inboth politics and military. Welfare of people in this country was just a kindof supplementary benefit and became so trivial that nearly no one cared aboutit.

Furthermore, when it comes to the modern society, people’sattitude in defending their country is to play a critical role in developingthe country’ blossom. That is why people’s welfare should be considered asimportant by a government. Otherwise, the government would confront the threatfrom its people. For example, most French people launched the Great Revolutionto overturn the royal dictation. In the 1800’s century, the people’s chaosresults from the ignorance of aristocracy and rulers in Paris. As lofty and fewmembers, such as nobles and rulers, holding majority of social resources, butdoing nothing to enhance people’s lives, meanwhile apathetically treating withthe urban poverty and rural suffering. Thus the revolution is inevitable.Therefore, a great nation should be represented as people’s welfare, ratherthan rulers’ interests.

Finally, with the development of modern science andtechnology, the progress of a nation can not be realized only by its ruler andfew eminent nobles. In contrary, the tremendous accomplishment of a country inhigh technology industry and intellective dense areas can not be done by theclosed collaboration of a lot of well educated people. In order to provokingtheir creative ability, offering a well designed welfare to them is very necessary.Take most of the developed countries all over the world for example, includingUnited States, Australia, Japan and so on, impressive welfare for all citizensis the common remarkable characteristic to distinguish them from otherdeveloping countries.

All in all, people’s interest in a country should be placed higherbecause a nation is set up for the people. Although famous artists and rulersin the history contributed to the prosperity of nations, their activities didnot ensure the great nations for long term. Faced with potential threat fromdevoid of people’s sense of safety, people’s welfare should put in togovernment’s calendar.

我觉得很少人能把这三种人概括的比较好。

1.这两个方面本身不是割裂的,比如rulers的成就,不仅仅是强大的国家机器,还有他们制定的经济政策,收入分配和公共福利制度等,这些都关乎民众个人的福祉,艺术家的成就能让民众生活充满欢乐,感到充实,科学家的成就就更是如此了,反过来,民众的福利得到保障了,就会有更多人安心地投入科学研究、艺术创作和公共服务。所以真正意义上的伟大的现代国家,精英们的成就和个人福祉是分不开的。
2.虽然新GRE写作5.5里面有散这一招,但我建议慎用,AW很强调集中自己的分析和推理于一个点,散也要适度。
