D和E的比较结构中的系动词are没法和前面的动词平行啊，前面的动词是consider；this statement compares the feelings of different people

这里比较的是想法，比较动作时用DO

A is not happier than B A没有B快乐
A is no happier than B A并没有比B快乐
A is not any happier than B A绝对没有B快乐

不知道这么理解是不是对的

还是认为A是不对的，比较的对象不对。
consider 后面是省略了to be的。这里是 people living in small towns and rural areas are happy 和 people living in big cities are harry两种状态的比较，而不是两者动作的比较，确切的说是 people living in big cities 没有consider这个动作，那么do显然是不成立的。所以只能是表状态的系动词 are
