1.大侠FINDFUHL的笔记中解释"B中的that无所指"，可我认为that指代的是annual per capita consumption of cigarettes；

2.画线部分后紧跟一个in(the nation...)和B中的...consumption...in California形成一个多么对称的结构；

刚才刚好做了这个

俺的思路是这样的：看到initiating就直接跳过去看句子主语，因为句子主语得是initiating这个动作的发出者，于是秒杀ABC。然后直接读的DE，发现E的per capita和per person有重复，直接选D
