答案是D, 书上的解释说E "Verb can is needed after space shuttle to create a correct comparison; to
cost less is confusing because it seems to parallel to deliver"
如果不考虑前面有没有can 的问题，will be able to deliver 。。。and to cost less这个结构是正确的么？求正解~！
