I139 Claim: Major policy decisions should always be left to politicians andother government experts.
Reason: Politicians and other government experts are more informed andthus have better judgment and perspective than do members of the generalpublic.
Write a response in which you discussthe extent to which you agree or disagree with the claim and the reason onwhich that claim is based. The speaker claims that major poicy decisons should always be left to polician s and other government experts, on the ground that these people are more informed and thus have better judgement and perspective thatn do members of the common people, at the first glance , this opinion seems to be somewhat convincing , but further reflection on that shows that it is so complicated an issue that needs a case-to-case study, and I tend to hold the view that policians and other government experts take the major responsibilty to make decisions about policy, meanwhile, the opinions of common people toward the policy making should always be paid great attention to.
To begin with,it is obvious that the policians and the common people are on the different position when they make decisions, thus they consider the policy to be adopted from totally different angle. On one hand, as the speaker claims, the policians and government experts are more informed,and they are more experienced in government affairs with much expertise in these issues,which are the solid ground for the policians to make appropriate judgement on policy making,on the other hand, the menbers of the general public are inclined to be insular and less broad perspective,when they are considering making policies, envitably they tend to involve their own interests in the policy making in that they indeed have their own demands, thus it is obvious that wise and judicious decision about policy cannot be made in this way. However,as is known to all, it is the basic right for the common people to take part in the policy making,so, the opinions from the general public cannot be left alone , on the contray, they need closer attention and examination.Moreover, despite the obvious advantages of polician over general pablic in policy making , it should not be neglected that man errs so long as he strives, so do policians, even they take pains to make good plicy on the behalf of general public , mistakes and false decisions cannot be missed,also, there may be some policians whose intention is bad, and they tend to do bad things toward common people to gain their own interest. Additionally, major policy making is such a complicated issue that we should pay much atention to that ,the influce of major policy is surely far-reaching, if they are rightly made, both the policians and the members of general public will be benifited, if not, the policy making will be a waste of time and money at best, because inappropriate policy will even destroy a country. Last, in spite if the discusion above, we should note the policians and common people are not mutually exclusive in policy making,of couse they can and must coexist in that process in order to make a good policy,thus a strong and rich nation,for example, when the goverment is going to make a policy , they can make a draft of policy firstly, then opinions of common people can be obtained through many ways such as nation-wide surveys and special meetings for the policy making for common people held by government. In conclusion, it is no doubt that policians and other government take major responsibility in making decisons about policy making , at the same time , the common people should involve themselves in policy making in that their opinions deserve to be considered carefully.
A94 In this argument , the arguer claims that they should implement electronic monitoring of employees' Internet use from their workstations, and that inatalling the software to monitor employees' Internet use will prevent employee from wasting time, thereby increasing productivity and improving overall profits.this recommendation is based on the recent national survey , which found that the majority of workers with access to the Internet at work had used company computers for personal or recreational activities, such as banking or playing cards.In addition , the arguer assumes that using electronic monitoring softare is the best way to recuce the number of hours employees spend on the personal of recreational activities.However , a careful examination of this argument reveals that this argument is rife with holes. First of all, the argument make the conclusion based on a national survey, but does the result of national survey apply to the company of climpson? without confirming that if it is proper to apply the a national survey to a companay of limpson, the argument cannot convince us of the plausibility of the predcition.Also, we wonder that if the national survey is objectively concucted, and if it is concucted among an apropriate sample, maybe people who condcuted the survey made biased result on the purpose we do not know, and there is also a possibility that the survey was conducted among a small portion of people in a small town , without more information about the survey, the prediction made by the arguer is not persuasive enough. Secondly, the arguer assumes that using electronic monitoring software is the best way to recuce the numbe of hours climpson employees spend on the personal or recreational activities, but is using monitoring software surley the best to way?Common sense tells us using monitoring software is not necessarily the best way to do so, maybe there is another good way to reduce the hours employees spend on personal or recreational activities, for example , the leader can make a policy that punish employees who spend work time on personal or recreational activities.Also, using electronic monitor software may be a bad way to reduce the hours spent on personal or recreational activities instead of a best one, it is likely that the employees will feel uncomfortable about the newly-installed software, thus they cannot concentrate their mind wholy on their work , so their work will be disturbed. In addition , the arguer predict that installing software to monitor employees' Internet use will prevent the employees from wasting time, therebdy incresing productiviy and improving overall profits, is it really so? the answer is no really,even though the employees do not spend hours on personal or reactional activities on the internet because of the monitor software, it is likely that these employees will turn to other personal or recreational activities which are not thorough Internet, such as chatting with their friends on the phone and eating snacks. And even assume that employees do not spend hours on personal activities , however, the arguer cannot conclude that the productivity will increace , as is known to all , so many factors influence the increasing of productivity, such as the working emvironment of the company and the ability of the employees, so it is hasty for the arguer to conclude that the productivity will increase. and even assume that the productivity will incrase , while the overall profit will not necessarily improving because of the same reasons, many factors influence the overall profits,and productivity plays only a minor part. In conclusion , the arguement is not persuasive as it stands, to make it logically acceptable, the arguer has to demonstate that the national survey is scientifically conducted,and that there is not any other good way to prevent the employees from spending hours on personal activities,additionally, the arguer has to provide evidence that all the employees are highly qualified and responsible for their work, and that the company is well organised and managed. |
