104) To be an effective leader, a public official must maintain the highest ethical and moral standards.
Write a response in which you discuss the extent to which you agree or disagree with the claim. In developing and supporting your position, be sure to address the most compelling reasons and/or examples that could be used to challenge your position.
Public official is never an easy work.To be an outstanding public official, one must have a number of qualities.Maintaining the highest ethical and moral standard should definitely be one of the qualities.However, it is never the only quality to ensure the high efficiency of a leader.
Admittedly, ethical and moral standards are important characters of a public official.Actually, these standards are also required to a normal person.That means if a person lack a sense of ethical and moral standard, he or she is less likely to be a wonderful person, let alone to be a good leader.What is more, if a public official is able to keep a high standard of ethnical and moral, he or she is more likely to gain the trust of the public. As the public official get confidence of his people, he is going to do other things more easily.For example, a public official would like to build a new park for the city.Since public official has already gain the trust from the public, every one thinks the decision made by him should be right and this decision could bring good things to the public. So this decision passed quickly. Thus a high efficiency of the decision is guaranteed.From that point of view, high ethical and moral standards are essential for a public official.
However, high ethical and moral standards alone are never enough to ensure a high efficiency of a leader.To make a smart decision, a number of qualities of a leader are in need.The leader must have a full knowledge of his decision.It is easy to tell that poor decision could waste both time and money.For example, a public official decide to enhance the efficiency of transportation system of the city and build a new road.However, this road is poorly designed.It is on the path where only a few cars and buses go through. What is more, the fee for repairing the road is extremely high, because this place is vulnerable to nature disaster.As a result, the public official is less likely to achieve the aim of a better public transportation system.What is more, a lot of money is wasted on building this road. Besides, experience is also needed for a public official to make decisions efficiently.With the experience, the public official is never likely to make a mistake as before, thus enhance the work efficiency.
Moreover, ethical and moral standards are less likely to have direct connection with high work efficiency.That never means a public official with high ethical and moral standards and an effective leader has little relation.Though high moral standard does make effort in promoting the efficiency, their relation is more likely to be indirect. Whereas knowledge and experience seem to have more relation to high efficiency.
To sum up, every one knows that high ethical and moral standards are essential for a wonderful public official leader.However, this character alone is never enough.To be an outstanding leader is less likely to be a piece of cake.A nice public official needs to gain both knowledge and experience to enhance the work efficiency.
