Or did someone else receive the right to make petitions to the officials? Either way, the correct
sentence should resolve the ambiguity:
The council granted CITY OFFICIALS the right to make legal petitions.
OR
The right to make legal petitions TO CITY OFFICIALS was granted by the council.

原句哪里就有歧义了了?
和后面的句子相比我觉得一样啊

这个是right的内容是make legal petitions to city officials
