The unemployment rates that Keyssar calculates appear to be relatively modest,at least by Great Depression standards: during the worst years, in the 1870’s and 1890’s，unemployment wasaround 15 percent. 句子中文大概懂的，但是at least by Great Depression standards，这一部分修饰rate的？其中的by是怎么冒出来的啊？
求好心人给讲讲啊，这个句子是阅读里面的，不是SC哈，谢谢了！

that Keyssar calculates 这一部分是rates的定语从句，来修饰rates；at least by Great Depression standards是句子的状语，意思是说“至少通过大萧条时期的标准来判断是modest的”，by...standards是以....标准的意思；冒号之前就是一个完整的句子了，从冒号开始是对之前句子内容的解释，说“在1870’s和1890’s这些最苦逼的岁月里，失业率差不多在15%左右”。
