D不对是因为at the same time地方不对，在后面看齐爱说的是introducing dangerous chemicalpollutants和gone virtually unregulated同时的

A不对，是因为having gone会有歧义，有可能做定语修饰前面的一个名词，就是先行词，也有可能做状语伴随。。

D不对，是因为but做连词，功能和and一样，后面又怎么可以用introducing呢。。

请教
