这题在坛子里流传着两个版本,另一个版本明显题目有误(integrates作intergrating使全句无谓语)就不提了。
以这个版本为切入,多数派观点认为A,少数派观点认为D。我自己选的D。

我理解的句子主干是“联合会结合非洲关注点到IB学习中去”,谓语动词是integrates。如果选A,那么修饰部分capitalizing on...前面没有逗号,就会变成修饰紧连着的US,逻辑意思上不通。应该在US和capitalizing之间有一个逗号,A选项才成立。
D选项用which指代,虽然前面有两个referents:consortium和US, 但是另一派观点认为——
