第一，the first ... to do固定搭配

第二，就算是定语从句，也应该用被动语态

答案是A吗？ 虽然 the first to do是固定搭配，但不定式表将来，用在这里不合适吧。

我觉得C好一点。插入语接了一个省略的定语从句，that（was) discovered

不可能是C,如果是定语从句，应该把主语和be动词都省略，而在这里that是主语所以不对

恩，这个从句的问题我是看到了的，只是并不确定A的用法是对的，至少读起来感觉它是表将来时的。

也许需要查一下，印象里类似的题做到过。

我找到了一些例题，可以说明这个B是对的。

P2-13，The fist explorer(to reach)California by land was Jedediah Strong Smith.

这里就是个过去时，但不定式只是固定用法，不表将来。更多例子。

P3-37  The first Native Americans to occupy what is now the southwestern United States were the Big-Game Hunters.

P4-7 The first building to employ steel skeleton construction, the Home Insurance Company Building in Chicago, Illinois, was completed in 1885.

P6-11 The first people to live in what is now Hawaii were the Polynesians, who sailed there in large canoes from other Pacific Islands about 2,000 years ago.

虽然上面几个例子中并没有the first to be done的被动用法，但已经解释了我原来的疑问，即：不定式应该表将来，用在这里是否合适。从上面例子可以看出来这些虽然是主动用法的句子中，并没有表示过去将要发生之意，应该就是the first to do的固定搭配。主动用法是这样，被动用法是the first to be done, 与时态无关。
