答案是E，感觉在语法上找不出毛病，除了D

啊这个题。。我曾经错过三遍。。
the only key here is the meaning of the sentence

if you say "as the former chair" or"the former chair" for 18 consecutive years, the sentence is horrible...time can be extended...JP can always be the former chair not only for 18 years but also for 19,20,30...years...JP is always the former chair...so the time modifier indicates that "the former chair" is wrong....
so we come to E...

原句前后意思对不上
As the former ... 就已经说的是人家离开后的事情了~但是后面讲的是他还在任上做的东西~
