我觉得分号后面不是不完整，只是省略了若干成分。 分号后面 是 it （主语）estimates （谓语）that 73 percent will be （宾语从句） 主句是完整的
从句中 73 percent will be 里面 73 percent 是主语 完整的应该是 70 percent of the nation’s 607 HMO’s will be 是谓语 省略了表语 profitable 补充完整是： 70 percent of the nation’s 607 HMO’s will be profitable
