答案是A，但A如果对的话，句子不是没有谓语吗？为什么都没有人问这个呢，难道是我的错？我选的E。E也不对，但A也不对。

establish前面有逗号啊，就是另一个分句啊，就是说前面的分句没有谓语啊！

其实A里面有个插入语

可是那个插入语并不是修饰主语的，而是就近修饰new federal city(that 从句里的成分），所以A如果对的话，变成了主语，谓语，这个不太合语法吧，因为没有插入语的话，没有理由将主语和谓语分开的呀，很多fragment的错误就是这样类型的错误。不解ing，牛牛们，啥时能出现啊！

这句话的主语是the act of Congress， approved是过去分词，表示那个在1800年4月24日被approved的国会法案（此时用定于从句也修饰了发案的内容）established xxxx. 其实 subject ( the act) verb (establish)object ( library), 我不知道哪里是插入语言，烦请在把你的问题详细地说一下，我不是牛，
