我不纠结答案，我只是想知道如果我这样把E这样改，还是不是对的？
leading to a 55 percent increase in delays at airports, and has prompted (我只是加了个逗号和把prompting改成has prompted)

改成这样是因为我想知道我能不能这样理解句子，句子提出了两点：the recent surge has clogged...the recent surge has prompted

感觉不行。根据逻辑来说，是nation’s air-traffic control system has clogged导致delays和prompts fears ，而不是surge导致的prompts fears ，逻辑上少了一环

我觉得不行。leading...and prompting平行， has clogged and has prompted有一定的因果和前后的关系，所以不平行。我觉得如果两个动作有前后或者因果的关系就不能用and这样的平行表现出来。
