在OG Verbal分册的SC里面遇到下面几个句子，求解答一下。每句句子现在是替换了正确答案的完整句子。
1. Q：所以这边的and+comma，在开始的时候让我很费解。这句句子考的应该是Parallelism，所以and可以像这样飘在前面，而不是和后面的verb在一起吗。
2.(OG-Verbal 95) Floatingin the water of the equatorial Pacific, an array of buoys collects andtransmits data on long-term interactions between the ocean and the atmosphere,interactions that affect global climate. Q：所以这边也是一个Parallelism，可是object像这样没有conjuction连结总觉得怪怪的，没有问题吗？还是我对句子的分析有问题？

Q：这边的句型是？propose是谓语？那那个be是一个句型吗？propose不是可以加that从句吗，写成下面这样可以吗？ The commissionproposed that funding for the development of the park, which could be open tothe public early next year, is obtained through a local bond issue.
