imo, 1)first of all , "that of" is unnecessary in D, no reference.
the growth rate in personal spending for the previous quarter is 1.4 percent, and then personal spending in the 7-9 would double it (to 2.8 percent).
2)use that clause here. expectations that X would do sth expectations of X(+modifier) these two have different emphasis, in the second expression, the subsequent modifier"more than doubling.whatever..." modifies 'personal spending (in the July–September quarter '), and is not associated with 'because of', --->that changes the original meaning.
