答案选B，我选了C，B中最后的and感觉不对啊。。。

这题我觉得应该从语义理解。

C选项 to establish 偏向于解释目的，但是由于主语是 bill，bill不会有目的，是propse这个bill会有目的，所以C选项不是很恰当。
然后C选项最后有一个that，有就近修饰 jobs的嫌疑，出现了逻辑混乱。

B选项establishing 偏向于解释影响，说明了这个bill对人的影响，比to do更符合逻辑一些。最后那个and 我个人理解，是和 changing jobs联系在一起的。就是 workers who are changing jobs and otherwise could be uncovered for months。我个人觉得 and除了表示和这种并列关系以外，应该还可以表示一种递进的顺序关系。（换了jobs 就可能 uncover）比如： He opened the door and walked in.
