其本上them 會有指代不清的問題，可能是orders ，可能是goods 所以會造成岐義。
正確選項就閃過了them .

a rise in IRs 主詞是 rise , 強調 "上升" , 單數
rising IRs 主詞是 IRs , 強調 rates 本身，複數
