我查了一下longman dictionary:

上面对however much做了如下解释:

however much/many: it makes no difference ,how much or how many.
eg:
I really want his car, however much it costs.

但我查找了一下GMAT, GRE 和LSAT的阅读,没有类似的用法.

看来这种用法ETS不是很喜欢......

agree..

如果however much只解释成how much的话,就感觉不到有转折语气了.....

however much= no matter how much这样从逻辑意思来看就更妥当了....

想问问楼主excellent，你说的“句中的情态动词不可随意增删，要慎重！“，我同意！但有一点不清楚的是，在OG的解释中说B C E改变了句子语气！但如果说A项只是一个选项的话，我如何知道句子原意中是否有”可能“的含义呢？或是说在A项中是最能代表句子原意的，因为在A中有了”may“，从而为全句定了调：本句的原意是含有一个可能的语气的！所以进而可以判断B C E与原句意思不和呢？
不知我的理解是不是对的？多谢了！！

我也认为much是修饰不可数名词的，怎么能修饰voters呢？所以第一个就把A给淘汰了。后面几个虽然看得都不是特舒服，但是还是选了E。

however much 可以被看成 whatever 表示不管到怎样的程度或数量。

whatever可以看成 no matter what

However much United States voters may agree

这里的agree是vi.，并不强调agree的内容。

to achieve or be in harmony (as of opinion, feeling, or purpose)

*we agree in our taste in music*

however much在这里强调agree的程度，不是修饰United States voters 的。United States voters may agree 构成主谓结构。一个简单的例子：How beautiful the weather is!
