此题考的是from...to的平行并列关系，加上个and来增加难度。至于and和to放在哪合适，要看句子的对称是不是密切。from后面是the potential for political instability, 接下来分别是the shortage of regulations和a serious lack of information, shortage和lack同义，当然用and来连接并列更合适。
