by proclaimation...这就指向主语GAMES了，你觉得可能吗？所以逻辑语义错误！

那简化完了应该是这么个结构么？我想确认下~

是的，你的简化是对的。所以整句句子的逻辑含义相当混乱。此外，就算Games和proclamation逻辑上能形成对应，也不会是GMAT喜欢的选项，因为其它选项中proclaim出现过动词形式，动词一般都优于抽象名词。

是不是说应该用by proclaiming啊？我是觉得在表示通过一种方法时，by后面一定是doing，with才加名词呢
