What is the necessary quality that aneffective leader should obtain? Some people give an answer that the qualityshould be flexibility while others give an opposite one. Neither of the twoanswers can convince me. But a well combination of them can be satisfied. Persistence should be a necessary qualityof a leader. Firstly, a leader is expected to assure his supporters a sense ofsafety. When facing with emergency situations, every action or decision influencespeople’s emotion. A changeable policy or objective may diminish people’sconfidence in resolving current difficulties. Lack of confidence can result ina declination in all kinds of fields, such as economy, industry and so on, alsocan result in unrest of the society. Secondly, there are some fundamentalprinciples that cannot be comprised with. such as national interests. Commonpeople who get in little touch with certain issues cannot comprehensiveunderstand the interest relationship in these issues. Public opinion may simplybe based on their ethical judgments or common sense. Even if suffering fromhuge pressure from public, a leader who truly aware of essence of the issueshould insist on what he/she has decided. Time will finally justify for what he/she hasdone. However, a leader who never back downhis/her decisions can hardly be an effective one. Prudent flexibility,adaptability and compromise are also necessary qualities for an effectiveleader. First of all, it is human nature that people tend to comment highly onthe things that benefit them or the ideas which cater to them. Even if a greatleader cannot escape from the nature. A fallacious persistance on one'sopinion can cause serious consequence. Herbert Clarke Hoover, a formerpresident of the United States, is criticized for his insistent on liberaleconomy policy which was proved to be an unwise policy during the great depressionin America. Although facing with countless opposition, Hoover still holp up his beliefs. His insistence didn’tmake him an effective leader, in fact, he was regarded, at best, an obstinateone. Public opinion which is raised by majorities can be more subjective, or atleast it provides a wider perspective. If public opinion makes up thedisadvantages of the decision made by the leader, there is no reason to refusea change. In the second place, democracy is a form ofgovernment in which all citizens have an equal say in the decisions that affectthem. The leader or the group of leadership of a democratic government shouldnot be the only one or only group participate in the decision-making process. Evenif they are brilliant enough to make wisdom decision, without consensus withcitizens, it cannot be the most acceptable one. as a result, even if areasonable policy can be a meaningless policy without people’s acknowledgement,and the policy seemingly less perfect can exactly be the most efficient onesince its proper compromise with public opinion. Thirdly, when facing with complex andchangeable condition, the effect of an established decision can be useless atnext minute. Public opinion sometimes offers direction to change the formerdecision. in conclusion, a leader who never changehis mind is, at best, a persistent one, while a leader who always change hisdecision is, at best, a flexible one. An effective leader should be the one whois aware of whether it is the proper time to be persistent or flexible. |
