我觉得这里Leaf and *** material是一个整体应该是复数. 为啥用单数动词呢?

这里答案是单数动词应该意味着 应该是由于20 percent of 的缘故,但是石林里面提到"固定搭配1％（99％） of sth. 跟sth.". 我很纳闷 请高手指点一下! 谢谢先
