it really depends, case by case...
however, I strongly suggest not picking up the phone if you think it may come from a university, he will leave you message anyway...then you have time to prepare...

Just a piece of suggestion, I am planing to do so if got a phone call without any notice.

就我所知， IOWA，PURDUE的OB已经有short list和interview通知了, 这周或下周应该就要发offer了。

要决定读PHD的我觉得大多都会希望留在academia吧。。所以工作是有的，竞争也是激烈的
