B is the answer. If those all-terrain vehicle CAN bypass the current access routes and enter the desert, then proachers driving those vehicles would not be affected by the new regulation. If those all-terrain vehicle CANNOT enter unless via current access routes, then the regulation might work.

D选项为什么不对。因为原文说到since it is difficult to collect the tortoises without a vehicle.D选项说走路也可以遇到，但是没有说可以抓到。因为要有车才能抓得到。
相比之下，B选项更能评估。
