求教关于OG12 74题C选项~~~~困惑~~~

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

(A) reduced the amount of phosphates that municipalities had been allowed to dump
(B) reduced the phosphate amount that municipalities had been dumping
(C) reduces the phosphate amount municipalities have been allowed to dump

(D) reduced the amount of phosphates that municipalities are allowed to dump
(E) reduces the amount of phosphates allowed for dumping by municipalities

对C选项的两点困惑：
1.reduces: 觉得用得很好，the 1972 agreement的内容是减少phosphates的量,that是修饰phosphates的，所以reduce用一般现在时（政策、协议的内容/结果用一般现在时）
如：the tax treaty between USA and India reduces the double taxation of income in both countries

2.have been:it is past and continues(from 1972)to the present(动作从1972一直持续到现在)

你看哈，这个1972年agreement是不是已经发生了呀，所以啊，从1972年起已经开始reduce了哇。如你说的1972年这个blah blah所以用现在时没错。但是！但是！你别忘了这个句子的意思啊！！他要表达的是已经减少了啊～已经啊~这个句子关注的并不是1972年的agrement,是这个agreement之后发生的内容。

另外，如果你要说reduced, 如果你说had ben allowed to dump,是指1972年前他们被允许dump的。

用were allowed to dump或者are allowed to dump （看这个agreement有木有失效，不过木有这个were allowed to dump的选项啊），是说他们在1972年这个规定之后被允许dump的数量。为神马要用have been allowed to dump呀？不对啊～美女。你是不是想说had been allowed的呀？你要看理解这个句子哦，从整体理解哦！

还有当然phosphate amount..看到这个就可以删这个选项了。当然别太纠结错误选项，容易搞混。语法只有一条，但是语言是千变万化的，千万不可死扣对号入座，损脑。

很容易排除C.　phosphate amount,中心词是amount,不是phosphate..

还是不解为什么不能用have been

订立法规，所修改的东西一定是从订立起开始以后一直生效的东西。那么对phosphate 倾倒的量的减少是从1972年至今，用have done(现在完成时)能够很好的表达dump这个动作从1972持续到现在。。。。

继续求解啊~~~~~~

关于C中的完成时态:

如果按照楼主的思路考虑的话，过去完成时态要比现在完成时态好。在1972年，the agreement要reduce的那个number是从1972年之前就存在并沿用至1972年，可以说是从过去的过去开始持续到了过去的某时点1972年，于是，相比之下，按照楼主的思路，过去完成时会比现在完成时更好。

可是如果按照这道题目的思路来讲，这样的思路是不很正确的。楼主应该知道何时使用一般现在时态，比如表达客观规律真理、表示法律、规章、协议等内容时要使用。
这个句子其实就是描述了1972年人们对这个agreement协议的内容之一----the number做了一定的修改，那就是reduce，这个动作使发生在1972年的，是过去的动作，所以一般过去时态没有问题；而此number作为agreement的内容（我们认为）是恒久有效的（agreement被废除前），也就是说这个number对人的约束力是普遍有效的，所以就用一般现在时态表示。

其实，我们在看到这样的描述真理规律、法律法规和协议的内容的句子时，要下意识地想到，一般现在时态应该使用。
另外，做题时，对于完成时态处理比较有效的方法是检验其使用是否正确，而是读完句子下定论说这里就是要使用完成时态，尤其是对于过去完成时态的检验。

（1）1972年表明了这个协议是签署在过去，规定的内容在过去，用一般过去，所以该用reduced。（2）Are allowed的问题：OG中解释是：since the dumping continued after the date of the agreement, the past perfect had been allowed should instead be the present are allowed(if the agreement remained in effect when the sentence was written) or the past were allowed(if the agreement was no longer in effect when the sentence was written)（选项中没有）.个人的理解：这里that指代the amount of phoshates，着重点还是在p上（从后文判断，p are allowed to dump into,amount是没法dump into的），协议只是减少了倾倒量，而不是要求停止倾倒，所以一直在延续，要用are allowed
