D中的那个exhausting的逻辑主语应该是fund吧，所以逻辑意思不合理

exhausting的主语在句中就没有出现，是“人”exhaust oil而不是Alaska，fund就更不靠谱了

恩，见了好几个国家或者军队作主语的，后面代词都要比较小心，前面没出现人，不能选有they them their的选项，否则指代不明

如果这样说的话，Alaska也不能做deposits这个动作，解释牵强了
