At the beginning of the year, the city allocated $150mm to cover the increases in wages that it expected to approve as a result of negations with the … labor unions. Here, "it expected to approve" what does "it" refer to? why does it use "approve" rather than "be approved" in E?
E. increases expected to be approved in wages it expected to approve
it refers to the subject of the sentence "the city", and u expect something to do something u don't expect something be approved (though u could say expect something to be approved)
