因为不确定seen as 后面是不是可以跟形容词, to 后面是不是跟名词, 所以选错了..现在想想,应该选我写的最上面一个.选项中三个用with the condition that,标两个用on condition that

现在想想也不太对，resident 后面是不是应该跟 谓语复数呀，就和people一样，表示一个集合；那这个选择也就有问题啦。
