As I remember.... University of Chicago should have it, but I am not sure... University of Chicago... NYU... CMU...Cornell... one of them must have it, but I forgot which one. Hope that it will help. By the way, Oxford University has it too.

Financial economics program in Chicago(if I interpret your word right) is a joint program for Finance phd program in Booth and economics phd program in econ department. It is still a econ phd program specialized in Finance(for econ phd student) or a finance phd program(for finance student), they built that program to boost the resource sharing between econ department and Booth, no big deal.
