因为这题还真不好解释，主语从句句首先行词不用that的。
剩下cd
C选项，强调句不妥

如 That he finished writing the composition in such a short time surprised us all.
那么本题还不能立即排除AB
但是
A said that 这个部分不对 it没有指代
B said to be at fault也不妥 awkward
