答案是D，这题的第一个that指代的是a historical accountof the military garrison，可是第2个that指代的是什么呢？后面加了个gathered?
可是如果把E中的so...as改为as...as，那E对吗？

不是大牛，弱弱解释一下。

第二个that也是指代a historical account，后面加了个gathered是过去分词作定语修饰that，区别开前一个that所指代的a historical account of the military garrison。

改成as..as不对。。比较对象有问题。这里是一个在第一和第二世纪的历史统计和从Pompeii收集来的历史统计做比较。。加了个is是没必要的。。就像i am as fat as you.我和你一样胖。。没必要加i am as fat as you are。。。
