官方对于e的解释是E Have a disinclination is wordy (the verb disinclined is preferred) and, when followed by while willing, creates an incomplete construction
我能理解 be disinclined to 优于 have a disclination ，但是我不能理解为什么while wiling 会造成一个不完整的句子，不是while后面的从句省略主语和be动词是可以接受的吗？

官方解释说when followed by不好，可能是想说，while willing前置，放在句首会更好一点？

while可以省略主语和be动词，一般是在while作“当......”的时候的情况。举个例子：while sad, he still told me a story to comfort me. 这句句子之所以没问题是因为while从句的主语和主句的主语是同一个，并且while不表示转折。
但是题目里，while明显是表示语义的转折，即“许多人虽然愿意承认...但他们不愿意承认...”。在表示转折的时候，while需要连接一句完整的句子，那么while willing就缺了主语和be动词，句子是不完整的
