delay 单数的时候,可以表示时间的延误.

所以,语意表示成不是数量延误的增加,而是,乘客在时间上延误增加了55,与想表达的语意相悖.

对于非划线部分。。。prompting fears among some officials that safety is being compromised.这里的that是限制性定语从句，可是不是应该跟在fears面么？跟在officials后面不会有歧义么？
