they會指代不清阿你看句子前頭有很多的複數名詞容易造成歧義
A簡潔明瞭沒什麼問題

不是优先 ‘就近原则’they就指代了 users了吗？

是這樣的
代詞應當是優先指代句子的主語 economists這裡是作為主語
你要把B帶入整個句子看就會發現句子意思有歧義了

主语不是还是 users 么符合逻辑呀？ they可以指代 economists么？

多個複數名詞出現時候
一般不會用they因為會指代不清
我知道你理解了句子所以知道they指代users
然而型式上來看 they 可以指代users也能指代economists
