这题真难啊，我想了十分钟都还是选错了，看网上对这题的讨论也没什么结果，看那个大全注释也觉得英文理解起来模模糊糊的，有谁可以跟我说说么？感激不尽。

最后自己得出结论了，过了20天再看居然有不同效果。我自己的见解在第二页。10楼。

我是觉得C项那个it is present when it is not 好不通顺。正解是不是这个a condition 必须放到最前引导两个并列结构呢？求指教。

主句结构是fail to (detect..(1).. and indicate..(2)..)平行关系，我认为就是说fail to detect和fail to indicate都可以单拿出来成句吧？
所以==>
A

1) = a condition when it is present; (2) = that there is one when it is not==>(2)中it 指代什么？
B: (1) = when a condition is present; (2) = that there is one when it is not==>(2)中it 指代什么？
C: (1) = a condition when it is present; (2) = that it is present when it is not ==>我选(C)，it指代it指代it指代condition？
D: (1) = when a condition is present; (2) = its presence when it is not==>(2)中it 指代什么？
E: (1) = the presence of a condition when it is there ; (2) = its presence when it is not ==>(1)wordiness
