先排除时态，然后冒号后面要跟完整的句子，就酱紫。。。

具体说whose修饰的是“the Council on Economic Priorities” 是可以的，因为虽然我们常说就近修饰，但是是有可以例外的。1，当有插入语时，比如“Fruit，such as peel, which is good for our health". 2, 当与前半句修饰相同先行词时，例如”Fruit，which is good for our health and which is very expensive“ 的后半句就和Fruit隔得很远。3，就是你这种情况，如果正常的情况是“In 1988, the Council on Economic Priorities，whose thesis wassimple: consumers have
the powerto change companies by the simple expedient of refusing to buy，
began publishing Shoppingfor a Better World. 是很awkward的。所以允许用答案那种方式。希望对你有帮助

但是whose不是修饰人关系的先行词么？？我当时看到whose就给排除了……求解答。。
