本题应该是考察主谓一致和时态。 one （group)是主语, of the most problematic...是介宾结构，所以主语是单数，动词应该用was或者has,从而排除 A、B、E.
比较C和D选项，唯一差别是用过去式还是现在完成时，而本句开头的 Since+过去时间，是明显的现在完成时结构。所以选D
