C的判断标准是没有遵循to do is to do；但我觉得这个标准有些牵强。C还有别的错误吗？

似乎是句子的逻辑意思出现了微妙的变化：

原意是说法国人没能够建立充分的供应体系，是他们失败的原因

而选项C的意思是：对于法国人来说，没能建立充分的供应系统是他们失败的原因。比起选项d来，逻辑意思的偏差较大

inability和unable to do来有楼上说的这种逻辑意思上的区别吗？一个表示“没能建立”，一个表示“没有能力建立”？还是觉得很难分辨。

我有一种感觉，凡事碰到for sb，to do sth is...的表达方法，经常是错的。但是不知道具体错在哪里，是不是for sb介词短语不知道做句中的什么成份？还是for sb在这里不能表达“对某人来说”的意思？

还有，本题是不是还有一个平行的考点：to do不能和后面的cause平行？
