否定副词再句首的倒装句算不算是否定句？

在考虑这2个选项，我感觉A应该对吧，答案给的是D，但总觉得怪怪的，否定副词再句首的情况不算是否定句吗?
而且根据省略原则来看的话，谓语相同，省略动词保留助动词应该更好点吧，求各位大神指教

in the Tax Reform Act og 1986应该用过去时，所以是confronted
